Mr. Vulin attended primary school in Novi Sad, followed by the Gymnasium of Karlovci. He completed his law studies at the Faculty of Law in Kragujevac.
Mr. Vulin was elected to the post of the Director of the Office of Kosovo and Metohija at the session of the Serbian Government held on August 3, 2012.
He was the Assistant Marketing Director in the "Super Press" company from 2000 to 2002. From 2003 to 2007 he was the Marketing Director in the "Color Press", and the Deputy General Director of the "Color Media International" from 2007 to 2012.
He was also the editor-in-chief of the "Pečat" weekly, and collaborated as a columnist with a number of dailies and weeklies (the "Svet", "Nacional", "Pravda" and "Politika").
Mr. Vulin is the author of the novels "The Decline," "Beauty," "Darkness", as well as of the political study "Polit Art".
The founder of the Yugoslav Left (JUL), he left it in 1998 holding the position of the Deputy President. He joined the Socialist Party of Serbia (SPS) at its Sixth Congress, when he was also elected a Member of the Executive Committee. In 2007 he left from the SPS and formed the Socialist Movement with the academic Mihailo Marković, and is its President to this day.
He was elected local councilor in the Municipality of Rakovica and also in the Belgrade City Hall, as well as a member of the National Assembly of the Republic of Serbia from the "Let’s Get Serbia Moving" list of the Tomislav Nikolic’s Serbian Progressive Party (SNS).
